The Consortium is led by IBM Business Consulting is association with DMI Associates, Ticon Development Consulting and TAC.

IBM Business Consulting Services Belgium is a leading professional services firm offering consulting services to a range of clients, in both the private and the public sector, throughout the world.

DMI Associates, based in France, specialises in economic integration and co-operation with a strong network of partners throughout Europe and in emerging markets in different regions of the world. DMI works in East, South and Central Asia, the Caucasus, the Mediterranean, East and West Africa, South-east Europe and Latin America.

Ticon Development Consulting, based in Latvia and affiliated with Integra based in Ireland, participates in technical assistance and economic co-operation projects with the private sector. Ticon has undertaken many projects related to economic reform and transition in the countries of Central and Eastern Europe and in Central, South and Southeast Asia, Africa and the Caribbean.

TAC Financial (France) has done extensive analysis of trade and investment issues in emerging markets for private sector clients and for the European Commission. TAC has a unique capacity to integrate macroeconomic analysis and the analysis of Foreign Direct Investment with sector specific analysis of trade and investment issues.
